PennDOT work is the center of our business, not a sideline.

Thomas Construction is a prequalified PennDOT contractor and an Ohio DOT-certified contractor for heavy construction — bridge and highway. We bid the lettings, we know the district offices, and we deliver publicly funded infrastructure with the documentation, traffic control, and safety compliance state work demands. PennDOT work has represented the largest single share of our revenue for years — it is the center of our business, not a sideline.

Our DOT scopes include highway rehabilitation and reconstruction, paving and resurfacing, asphalt milling and overlay, bridge deck repair and resurfacing, bridge rehabilitation and replacement (including rapid bridge replacement), box culvert replacement, drainage, and environmental restoration. With PennDOT's multi-billion-dollar, multi-year transportation program and continued federal infrastructure funding flowing to the states, we are adding crews and equipment to take on more of this work — and we travel: Pennsylvania, Ohio, Maryland, New York, West Virginia, Virginia, and North Carolina.
